Paraphrase
God is in love with His people. As He pours out His Spirit upon us. His banner over us is love. A banner is something ancient armies waved above themselves as they marched in brilliant colours. God waved His rainbow-coloured banner of eternal love over all of mankind as He sent His Saviour into the World to die for our sins.
